Navi Pillay arrives

     The UN High Commissioner for Human Rights Navi Pillay arrived in Sri Lanka this morning on a week long visit during which she will attempt to draw her own conclusions on the post war situation in the country.

Navi Pillay, who has previously been accused by Colombo of overstepping her mandate, will meet with President Mahinda Rajapakse and visits to the former war zones in the north and east.

Spokesperson to the High Commissioner, Rupert Colville earlier said Ms. Pillay would undertake field visits to the North and East of the country.

Issuing a statement Colville stated, “Pillay is scheduled to call on President Mahinda Rajapaksa, and meet government ministers and officials. She will hold talks with senior judicial figures, members of the National Human Rights Commission and the committee monitoring the National Plan of Action on the recommendations of the Lessons Learnt Reconciliation Commission. She will also meet representatives of civil society and undertake field visits to the north and east of the country.”

Pillay will visit the North and East and will also have several meetings both in Colombo and in the North in an attempt to get an independent view of the ground situation. She will also hold talks with senior judicial figures, members of the National Human Rights Commission and representatives of civil society and  is scheduled to hold talks with Sri Lankan rights defenders

Some Sinhalese groups have said they will stage protests outside the UN office in Colombo tomorrow against Pillay’s visit to Sri Lanka.

She is expected to make a statement on Sri Lanka. Her office said that in its resolution 22/1 – Promoting reconciliation and accountability in Sri Lanka – the Human Rights Council requested the Office of the High Commissioner for Human Rights to present an oral update to the Council on the implementation of that resolution with input from relevant special procedures mandate holders.

The oral update will be made to the Council during its September session. Pillay has repeatedly called for an international independent investigation on Sri Lanka, particularly into the allegations which arose over the final stages of the war.

“We will take up with her the question of accountability, the issue of thousands of missing people, the militarisation of Tamil areas and the lack of political freedoms,” Tamil National Alliance lawmaker Suresh Premachandran told AFP.

Dr Dayan Jayatilleka, former Ambassador and Permanent Delegate of Sri Lanka to the UN in Geneva (2007-2009)  said “She is by no means a front for the West or the global North. She has criticized the USA, Israel, Libya, Syria and Iraq. The worst I can say about her contains a sincere compliment within the criticism; she is a human rights fundamentalist. The world needs such people,” he said.

Dr Jayatilleka  said  if anyone in the Government thinks they can be tough with her when she comes. “Navi Pillay is impossible to intimidate. If the Government tries to be ‘tough’, the world’s media will relay it, and we shall lose even more votes than we have lost already in the UN Human Rights Council,” he said.

At the end of her visit, on Saturday 31 August, the High Commissioner is due to hold a news conference in Colombo

මොහාන් පීරිස් ගේ අපක්ෂපාතීභාවය සහ ස්වාධීනත්වය පිළිබඳව අවධානය පළ වී තිබෙන බව නවී පිල්ලේ සඳහන් කොට තිබේ.නවී පිල්ලේ ශ්‍රී ලංකාවේ ගත කරන කාලය තුලදී ජනාධිපතිවරයා, ආණ්ඩු පක්ෂය, එක්සත් ජාතික පක්ෂය, දමිළ ජාතික සන්ධානය මෙන්ම රජයේ සන්නද්ධ අංශ ප්‍රධානීන්, මානව හිමිකම් සංවිධාන හා මාධ්‍ය සංවිධාන ද මුණ ගැසීමට නියමිතය. ලංකාවේ සංචාරයෙන් අනතුරුව නවී පිල්ලේ එක්සත් ජාතීන්ගේ මානව හිමිකම් මණ්ඩලයට සැප්තැම්බරයේදී ශ්‍රී ලංකාව සම්බන්ධ වාචික වාර්තාවක් ඉදිරිපත් කරනු ඇත.

එක්සත් ජාතීන් ගේ වාර්තාවක දැක්වෙන පරිදි එල්ටීටීඊ යට එරෙහිව ශ්‍රී ලංකාවේ රජය දියත් කළ යුද්ධයේදී හතලිස් දහසකටත් හැත්තෑ දහසකටත් අතර නිරායුධ වැසියන් මරුමුවට පත් වී තිබේ. ජාත්‍යන්තර මානව හිමිකම් සංවිධාන පවසන්නේ ඒ පිලිබඳ ජාත්‍යන්තර වශයෙන් පිළිගත හැකි පරීක්ෂණයක් නොපැවැත්වෙන්නේ නම් නොවැම්බරයේදී පොදු රාජ්‍ය මණ්ඩල රාජ්‍ය නායක සමුළුව ශ්‍රී ලංකාවේ පැවැත්වීම යෝග්‍ය බවයි.
