UK MPs meet TNA in Jaffna

      The visiting British parliamentary delegation held talks with the Tamil National Alliance (TNA) on the current developments in the North as well as the political situation in the country.

The delegation, on a visit to Jaffna yesterday, met a TNA delegation headed by TNA General Secretary Mavai Senathirajah.

During their one week visit to Sri Lanka which began yesterday the delegation is also scheduled to have talks with government and opposition members in the country as well as civil society members.

A meeting has also been scheduled with President Mahinda Rajapaksa but the meeting is yet to be confirmed.

Last week Britain had issued a virtual ultimatum to the Sri Lankan government saying if there is insufficient progress on Sri Lanka’s own commitments on addressing human rights related Britain will look for a strong and unified response at the UN Human Rights Council (UNHRC) in Geneva.

British Parliamentary Under Secretary of State at the Foreign and Commonwealth Office Alistair Burt had informed the British House of Commons last week that Britain continues to raise concerns about lack of progress on post-conflict reconciliation, accountability, and the current human rights situation with the Government of Sri Lanka.

“We have been clear that we expect progress in both these areas and also access by media and civil society to the Commonwealth Heads of Government Meeting (CHOGM), as well as free, fair and peaceful Northern Provincial Council elections in September,” he had said.

Burt said that in attending CHOGM, the British Prime Minister and the Foreign Secretary will see the situation on the ground, speak with the Government of Sri Lanka, and draw international attention to either progress made or the lack of it.

Meanwhile  The Sri Lankan External Affairs Ministry said  that the British parliamentary delegation visiting the island currently will not get to meet the President as a member of the delegation has remarked to the media prior to their arrival in the country.

The Ministry issued a statement to the media in response to remarks made by the British Labor Party MP for Rochdale, Simon Danczuk to UK media that he will raise his concerns over the delay in the murder investigation of the British tourist, Khuram Shaikh in Tangalle in December 2011 when he meets the President later this week.

The Ministry said the UK MP’s remarks to the media about an unscheduled meeting with the President were totally inappropriate as the Sri Lankan government was committed to punish the perpetrators of the crime.

උතුරු පළාත් සභා මැතිවරණය නිදහස් හා සාධාරණීය මැතිවරණයක් ලෙස පැවැත්වේදැයි සැකයක දෙමළ ජාතික සන්ධානය සිටින බවට දෙමළ ජාතික සන්ධානයෙහි පාර්ලිමෙන්තු මන්ත්‍රීවරුන් යුරෝපිය පාර්ලිමෙන්තු නියෝජිතයන් වෙත පෙන්වාදී තිබේ. සම්පූර්ණ හමුදාව වැටලීමක් මැද සාධාරණීය මැතිවරණයක් බලාපොරොත්තුවිය නොහැක. ජාත්‍යන්තර නිරීක්‍ෂකයන්ව පත්කළ යුතු බවට දෙමළ ජාතික සන්ධානය තරයෙන් සිටීමේ මෙම නිසා බවත් ශ්‍රී ලංකාවෙහි මැතිවරණ කොමිසම, නීති අංශය, පොලීසිය වැනි අංශයද ජනාධිපතිගේ බලතල යටතේ නිදහසේ ක්‍රියා කිරීමට නොහැකි තත්වයක තිබෙන බවද ඔවුන් පෙන්වාදී තිබේ. බ්‍රිතාන්‍ය පාර්ලිමෙන්තු මන්ත්‍රී අලමෙන්ඩයි මහතාගේ ප්‍රධානත්වයෙන් යුතු යුරෝපිය පාර්ලිමෙන්තු මන්ත්‍රීවරුන් කණ්ඩායම පසුගිය 22 වැනි දා කිලිනොච්චියට සංචාරය කර දෙමළ ජාතික සන්ධානයෙහි කිලිනොච්චිය කාර්‍යාලයේදී දෙපිරිස හමුවී සාකච්ඡා කර තිබුණි.

එම හමුව සම්බන්‍ධයෙන් මාධ්‍ය වෙත අදහස් ප්‍රකාශකළ පාර්ලිමෙන්තු මන්ත්‍රී මාවයි සේනාදිරාජා මහතා, දෙමළ ජනතාව මුහුණ දෙන වත්මන් ගැටළු ගැන ඉතා පැහැදිළිව අප පවසා සිටියෙමු, දෙමළ ජනතාව 13වැනි සංශෝධනයටත් එපිට එක්සත් ශ්‍රී ලංකාවක්තුල පරිපූර්ණ ෆෙඩරල් පාලනයක් බලාපොරොත්තුවෙන් සිටිති. නමුත් ශ්‍රී ලංකාවෙහි ඒකීය ආණ්ඩුක්‍රම ව්‍යවස්ථාවතුල දෙමළ ජනතාවට අයිති ස්වාධිනත්වයෙන් එවන් දේශපාලනික විසඳුමක් දෙමළ ජනතාවට ලබාදීමේ අදහසක් මෙම රජයට නොමැත. 13වැනි සංශෝධනය යනු දෙමළ ජනතවගේ ප්‍රශ්ණවලට කිසිවිටක විසඳුමක්වන්නේ නැත. මේවනවිටත් 13වැනි සංශෝධනයෙහි තිබෙන බලතල සියල්ල උදුරාගෙන දැන් එහි ඉතුරුවී තිබෙන ඉඩම් හා පොලිස් බලතලයද ඉවත්කිරීම සඳහාවූ නීති කෙටුම්පත පාර්ලිමෙන්තුවේදී සම්මත කිරීම සඳහා රජය උත්සහදරමින් සිටියි.

මෙය පිළිගත නොහැක. උතුරු නැගෙනහිර දෙමළ ප්‍රදේශයේදී තම තමන්වම පාලනය කළ හැකි විසඳුමක් ලබාදිය යුතුයි. එලෙසම උතුරු නැගෙනහිර දෙමළ මව්බිම හමුදාකරනයට පත්කර එමඟින් සිංහල බෞද්ධත්වය ව්‍යාප්ත කිරීමේ කටයුතුවල රජය ඉතා ස්ථීරව සිටියි. එම නිසා දෙමළ ජනතාවගේ ඉඩම් පොදු අවශ්‍යතාවයන් යන මුවාවෙන් හමුදා අවශ්‍යතාවයන් සඳහා අත්පත් කිරීමටත්, අපගේ පාරම්පරිකත්වය, ජාතික සලකුණුද විනාශ කිරීමට රජය දැඩි උත්සහයක නිරතවී සිටියි. මෙවැනි තත්වයක මුළුමනින්ම හමුදාමය වටලීමක්තුල උතුරු පළාත් සභා මැතිවරණය සාධාරණීයව පැවැත්වේදැයි දෙමළ ජාතික සන්ධානය සැකයකින් සිටියි. 17වැනි සංශෝධනයෙහි බලතල සියල්ල 18වැනි සංශෝධනයෙන් උදුරාගත් තත්වයක මැතිවරණ කොමිසම, නීති අංශය, ආරක්‍ෂක අංශය ජනාධිපතිගේ අණසට පත්වී නිදහසේ ක්‍රියාත්මකවීමට නොහැකි තත්වයක තිබේ. මෙවැනි තත්වයක නිදහස් මැතිවරණයක් උතුරේදී නොපැවැත්වනු ඇතයි හෙතෙම පවසා තිබේ.
