Re: Your Visit to Sri Lanka and Our Request Related to Tamil Issue
On behalf of my constituents and the Tamil people in NorthEast Sri Lanka, I would like to extend a warm welcome to you, as you prepare to visit the Tamil homeland in Sri Lanka, this week. We are grateful that you chose to visit us. The Tamils in the island have been the historic and consistent allies to the people of India. The Tamil homeland will always be the natural and staunch ally for India. We are hopeful that your history making visit, evoking parallels to the visit by Hon Mahathma Gandhi to Jaffna on November 27, 1927, will further strengthen our relationships for this new century.
With the historic presence of Your Excellency among us, there are also high expectations for empowerment and facilitating a lasting political solution. I wish to bring the following urgent issues of concern to Your Excellency’s kind attention:
  1. The Tamil people in the NorthEast as well as our brethren in Tamil Nadu and in the Diaspora overwhelmingly support and call for the UN independent investigation on Sri Lanka. The Tamil people request that India changes its position of opposing the UN independent investigation on Sri Lanka, and supports such investigation which is our only hope for justice, accountability and protection.
  2. The Tamil people do not believe that the 13th Amendment could lead to an equitable political solution, and I request your leadership to initiate steps leading towards a permanent political solution jointly facilitated, mediated, and underwritten by India, EU, US, and the UN.  The solution, at the minimum, must be based on the Oslo Declaration where both the Tamil side and Sri Lanka side agreed on Dec 5, 2002 to explore political solution based on a federal structure which was welcomed by the International Community. The current Prime Minister Hon Ranil Wickeramasinghe was also the Prime Minister of the government that agreed to the Oslo Declaration in Oslo, Norway.
  3. Help provide immediate relief to the Tamil people by persuading the Sri Lankan government to demilitarize the NorthEast, and return all the lands taken from the Tamil people. Help release all the Tamil political prisoners. Help release detailed information on all those surrendered, imprisoned, and disappeared Tamil people during the end of the war.
  4. To meet our urgent need for our medical and educational needs of the Tamils, I request Your Excellency makes arrangements to send Tamil speaking doctors, and English and IT teachers from Tamil Nadu, to help us rebuild our livelihood.
  5. Help solve the issues faced by the fishermen from both India and Sri Lanka.
  6. Help create closer economic integration between Tamil Nadu and the Tamil speaking Northern and Eastern Provinces. Help restore the ferry service between Thalaimannar and Rameswaram, and the air-link from Tamil Nadu to Plalaly and Trincomalee.
